Le développement du Biber a été extrêmement rapide. La conception a commencé en février 1944 et les premiers exemplaires ont pris la mer seulement 6 mois plus tard. Mesurant à peine 9 mètres de long, il avait une autonomie de 240 km. Il pouvait atteindre une vitesse maximale de 6,5 nœuds en surface et 5,3 nœuds en plongée. Le Biber pouvait être armé de deux torpilles de 530 mm, montées à l'extérieur du sous-marin, ou de deux mines. Son équipage se composait d'une seule personne. L'utilisation du Biber dans la stratégie de la Kriegsmarine était très simple : fournir une défense concrète le long des côtes pour protéger contre une invasion alliée possible et de plus en plus probable.
